Luís Viana is since 2013 serving as Deputy-Director in Budget Directorate, Portugal Ministry of Finance. As a representative of Budget Directorate in the Public Sector Accounting Standards Setter he is being participating on the Portuguese Public Sector Accounting Reform that is based on IPSAS. He is also a member of the European Public Sector Accounting Standards Working Group, representing the Ministry of Finance. Mr. Viana was recently appointed as a member of the International Public Sector Accounting Standards Board Consultative Advisory Group.Before this position, as Financial Director, from 2010 to end 2012, Mr. Viana served the agency responsible for the financial management of the National Health Service (NHS) and in 2010 was the project manager for the preparation of the first set of consolidated financial statements of the NHS as an economic entity, that are being annually published since then, increasing transparency and accountability of this important social area. Mr. Viana has a degree in Management and a Master of Science in Accounting, both from the School of Economics and Management of the University of Porto.
